Our Syrian partner has been subject to structured corporate, regulatory and operational due diligence and forms part of our established local security delivery capability.
Associated Risks remains responsible for managing and coordinating the security engagement and provides operational oversight throughout the assignment.
Our Syrian Security Partner
Associated Risks maintains a long-term relationship with its trusted Syrian security partner. The partner has been thoroughly vetted for corporate standing, regulatory compliance, operational capability, relevant experience, personnel standards and ability to lawfully deliver security services within Syria.
Associated Risks does not select different local security companies on an assignment-by-assignment basis. Our Syrian operations are delivered through our established local partner, subject to continued compliance with applicable laws, licensing requirements and Associated Risks' own operational and due-diligence standards.
Syria Private Security Licensing — Presidential Decree No. 55 of 2026
Syria introduced a new regulatory framework for private protection, guarding and security training companies through Presidential Decree No. 55 of 2026, replacing the previous 2013 framework.
The decree places private security companies under the regulatory authority and supervision of the Syrian Ministry of Interior. A company must obtain a licence by ministerial decision before it may lawfully conduct private protection and guarding activities.
The licence is valid for one year and is renewable, with the Ministry able to restrict the services and geographic areas in which a company may operate.
Key Licensing & Corporate Requirements
Under Decree No. 55 of 2026, Syrian private security companies must satisfy specific corporate and financial requirements before licensing, including:
- At least 51% Syrian ownership
- Registration in the Syrian Commercial Register
- Minimum capital requirements according to the company's licensed category
- A fixed company headquarters owned by the company within its operating area
- A required bank guarantee in accordance with the applicable category
- Payment of the prescribed licensing and renewal fees
- Compliance with the applicable ownership and management eligibility requirements
The company's director must be a Syrian national, at least 30 years of age and hold a university degree or equivalent, in addition to satisfying the applicable integrity and eligibility requirements.
Company Classification & Authorised Operations
Decree No. 55 classifies licensed security companies according to their authorised personnel capacity. Companies must operate within the category, geographic area and types of services specified in their licence.
The Ministry of Interior may restrict the type of security services and geographic scope authorised under an individual company's licence. Operating outside those authorised limits is prohibited.
Associated Risks maintains oversight of our partner's applicable licence, authorised activities and operating locations to ensure that proposed operations remain within its permitted scope.
Contracts, Personnel & Background Verification
Under the Syrian framework, security service contracts must be approved by the Ministry of Interior before services commence. Security companies must also obtain Ministry approval before employing or contracting proposed security personnel.
Personnel must satisfy prescribed eligibility requirements, including minimum age, education, health and background requirements, and must provide evidence of completing the required security training.
Associated Risks applies additional due diligence to personnel deployed through our partner, including verification of identification, professional credentials, experience, criminal-record and adverse-background information, together with appropriate sanctions, ownership and integrity screening.
Weapons, Equipment & Armed Security
Where armed security is lawfully authorised, weapons and security equipment are subject to specific controls under Decree No. 55 of 2026. The company must declare its requirements and obtain the required approvals through the Ministry of Interior and relevant authorities.
Security companies may not obtain weapons from unauthorised sources, and personnel are prohibited from carrying company-issued weapons outside authorised working locations or using them for purposes outside their assigned duties.
Associated Risks verifies the applicable weapons, personnel and equipment authorisations as part of its ongoing operational oversight and due-diligence process.
Ministry of Interior Oversight & Compliance
The Ministry of Interior is responsible for monitoring and supervising licensed private security companies and may conduct unannounced inspections to verify compliance with the applicable laws, regulations and licensing conditions.
Licensed companies must maintain required records, provide information and documentation requested by the Ministry, maintain approved monitoring and communications systems, and comply with applicable training, identification, uniform, insurance and employment requirements.
Companies operating under the previous regulatory framework were also required to submit applications to obtain licensing and regularise their status under the new decree.
Associated Risks Operational Oversight: All physical security operations are managed and coordinated by Associated Risks through our established and trusted Syrian security partner. Associated Risks remains the principal security management and coordination point throughout the engagement. We do not simply refer clients to unrelated third-party security companies.
